The City of York, Pennsylvania is soliciting proposals to select and retain a qualified vendor to provide a comprehensive Human Resources Information System (HRIS) covering payroll, time & labor, HR and benefits administration, and talent management. The contract term is two years with options to renew for up to two additional one-year periods, and the system must support complex payroll rules (multiple union groups), electronic time capture, EEO/affirmative action reporting, and third-party benefit integrations. Proposers must demonstrate relevant experience and comply with local business preferences and nondiscrimination requirements; proposals are to be submitted through the City’s procurement portal.
