The Secretary of the Air Force Concepts Development and Management (SAF/CDM), Office of Commercial and Economic Analysis (OCEA) issued a Commercial Solutions Opening (CSO) titled Commercial and Economic Research and Innovation (CERI) seeking innovative commercial solutions and data-driven research to identify and mitigate commercial and economic risk to military advantage. The CSO uses an open two-step process (white papers first, then full proposals) and anticipates multiple awards under FAR or Other Transaction Agreement authority. The CSO has an open period for white paper receipt through 2026-09-01 and an ordering period through 2026-09-30, and the government may issue amendments during the open period.

Review literature with references and findings from any existing studies or claims about the broader economics of NZF or similar theoretical international frameworks; illustrate the range of estimated costs and benefits indicated in these studies, noting if any specifically indicate impacts on the U.S. c. Provide an overview of existing “adopted” version of the IMO NZF (from April 2025, including materials developed in subsequent working groups).
