This Long-Range Transportation Plan (LRTP) for Orange County establishes a vision for the county's transportation system through 2050, detailing investments to bolster the local economy and society. The plan's strategic direction encompasses several key themes, including system maintenance and preservation, developing a county-wide bikeway vision, enhancing road safety, fostering connections between housing and economic opportunities, managing air quality, ensuring efficient logistics systems, and strengthening the transit network. The overarching goals aim to provide safe, reliable, and efficient transportation options for both people and freight, maintain assets with consideration for climate change and resiliency, and coordinate transportation initiatives with comprehensive planning for sustainability and environmental stewardship.

The committee discussed several supplemental appropriation requests. One request was for the Greenwood Lake Commission to characterize water quality and seek grants for cleaning the lake waters. Another request was for the Department of Parks, Recreation, and Conservation for rehabilitation of historic structures, primarily museums, and mechanical systems. Additional requests included funding for maintenance facility rehabilitations and improvements at Camp LaGuardia, and for a new maintenance building at Winding Hills Park. The committee also discussed a request for the restoration of the 1862 misc monument and a request for the DPW administration building renovation and addition.

The meeting included discussions on approving minutes from a previous meeting, communications and announcements regarding electronic copies of the agenda with links to funding resources, and reports and actions on old business, particularly the re-certification of the valley transportation management area. There was also discussion regarding initial submissions for reclassification of roads, draft revisions to operating procedures, and updates on 2026 safety targets. The committee also discussed FFY 2025 tip obligation data sheet and project updates, including requests for additional funding from the village of Pierce Joel, Bend Parks, and the city of Newberg.

The committee meeting included presentations and approvals for the 2026 recommended budgets for the District Attorney's Office, Probation Department, and Department of Emergency Services, along with their respective capital plans. A legislative request to accept and appropriate Year 1 grant funds from the New York State Office of Victim Services for the Crime Victim Assistance Program was approved. The committee also approved a request to accept funds from the NYS Governor's Traffic Safety Committee for the 2025-2026 STOP-DWI High Visibility Engagement Campaign and a request to create the title of Per Diem Fire Investigator. Additionally, a request to accept funds from the Federal Emergency Management Agency for the purchase of a new marine unit vessel was discussed and approved, as well as a request to create one Fiscal Technician position and abolish a vacant Principal Account Clerk position. The meeting also noted the use of the Styker Compression Machine by the FLY Car during a recent EMS call.

The meeting included discussions and actions on personnel matters. A request to reclassify an Associate Clerk position to a Personnel Assistant position was approved due to the individual's work scope aligning more with the latter. Additionally, a request to create a Part-Time Courier position to support the Nutrition Home Delivered Meals program was approved, with the position being federally funded to help expand meal delivery services to senior centers.
