Village of Elk Rapids

The FY2026-27 Strategic Plan for Elk Rapids aims to enhance the vitality of the community. It focuses on six strategic areas: business retention and recruitment, preservation and real estate, placemaking and events, people and capacity, marketing, branding and communication, and operational excellence. The plan seeks to strengthen the district's economic base, promote a healthy district through improved urban planning and preservation, activate the community with experiences and beautification, build leadership and resources, highlight the district's identity, and ensure effective governance and operational execution.

The agenda includes approving the agenda, addressing conflicts of interest, and citizen comments. Consent agenda items include accepting meeting minutes from various meetings and payroll approval. Discussions will cover the Harbor Underground Storage Tank, a revised Short Term Rental Licensing ordinance including a public hearing and decision, and approving the purchase of a new water pump. Additional items include a discussion on Maple Street Road Right of Way and approval of zoning enforcement court action.

The special meeting of the Downtown Development Authority (DDA) includes discussions and potential approval of a Tax Increment Sharing Agreement with Elk Rapids Township. The agreement involves sharing captured assessed value, with the DDA's capture from the Township capped at $14,000 per year from 2025 through December 2040 tax levy. The agenda also includes discussion and potential approval of hiring a Part-time Resource / Assistant to the Executive Director to enhance administrative support and strategic initiatives.

The Elk Rapids District Library's 2023 annual report emphasizes its mission to be a trusted and relevant partner by providing quality resources and services. Key strategic priorities include redefining library service through innovative approaches, connecting with the community to increase awareness and engagement, and fostering collaborations to expand the library's reach. The library aims to reduce barriers to service, meet community needs, and cultivate new partnerships.

The Elk Rapids Village Council held a special meeting to discuss several key items. These included approving a tax increment sharing agreement, a zoning amendment involving rezoning from P-1 to R-2, and the Village of Elk Rapids Public Participation Plan. The council also discussed the MI Green Communities Project Plan and approved the purchase of crosswalk signs. Additionally, they authorized a request for a credit card for the Village Manager.
