Sole Source: If sale is less than $1,000, use sole source.
Coops: Lead with Sourcewell. Confirm your product is on contract and proceed under the cooperative purchasing exception to formal bidding.
Town of Raymond (NH) strictly adheres to competitive bidding and has no documented history of sole source awards. With a very low $1,000 competitive bidding threshold, sole source is unlikely to be approved—use cooperative purchasing as the compliant exception instead.
