The Successful Proposer will lead: i) intake coordination with the TA Service Provider to ensure applicants are prepared to enter the financing process; ii) underwriting and loan structuring to assess financial viability, repayment capacity, and transition feasibility; iii) Loan Committee facilitation, including preparation of materials, support for deliberations, and documentation of decisions; iv) DEO approval and funding transfer, including submission of Underwriting Memos, invoicing for loan funds, and coordination of DEO’s release of funds; v) loan servicing, repayment processing, and portfolio management; vi) financial counseling to help borrowers manage cashflow and maintain repayment compliance; vii) debt collections and enforcement of pledged collateral; and viii) reporting, including maintenance of compliant data systems and submission of monthly Contractor Performance Report and Portfolio Performance Reports to DEO. This work will require close coordination with DEO, the TA and Marketing Service Providers, and community representatives on the Loan Committee to ensure that financing processes, communications, and borrower supports are aligned across the Initiative.
