Lorain County

This document outlines the Lorain County Strategic Action Plan, developed after seven months of extensive engagement and analysis of research outcomes. It identifies a preferred future and key strategic action areas for the future development of Lorain County, with a target year of 2035.

The hearing included an overview of the Community Development Allocation Program, set-aside programs, neighborhood revitalization program, and critical infrastructure program. Funding requests were mailed out to communities on February 24, 2021, and are due back on April 21st, 2021. A community development implementation strategy meeting will take place virtually on March 25th, 2021. The second public hearing will take place on May 18, 2021, and will provide details on the projects being proposed for the allocation program grant plus any set-aside funding applications. The authorizing legislation for the plan year 2021 community development allocation program will also be submitted for consideration on May 18, 2021. The application for the community development allocation grant must be submitted by June 16 2021.

The public hearing for the Gott Ditch drainage improvement project in Penfield Township was held to discuss the restoration of the ditch. The project involves clearing and grubbing along the ditch from the west side of State Route 301, removing sediment blockages, and creating positive drainage along the drainage way. The project is funded by ARPA funds, with no cost to property owners, and ongoing maintenance covered by the storm water district. The hearing included public comments and questions regarding the removal of sediment from underneath the Box Culvert on 301 and the project's impact on the Curtis ditch.

The meeting included discussions and approvals for investments, appropriations, transfers related to sick time payouts, requisitions, travel, and bills. An executive session was scheduled for pending legal matters. The board addressed the adjustment of salaries for various Yria Municipal Court employees, reflecting the county's financial obligations. A contract was awarded to Barbus Construction Company for a resurfacing project. The CDBG PY25 application submission to the Ohio Department of Development was approved. Christopher Kat, director of JFS, was authorized to handle intercounty adjustments of allocations. A purchase service agreement between JFS and Beyond Guardianship Services was authorized for protective services for adults. An amendment was made to a contract with Lamar Medical Services LLC for medical services. The county administrator provided an update, and the board discussed correspondence, including a request from an international women's pilots group to paint their symbol at the airport. The board also addressed concerns about Lorraine County being listed as a sanctuary county, coordinating with federal partners to have the county removed from the list.

The meeting included presentations and discussions on various topics. The Lorain County visitors bureau discussed the Lorraine County Air Show. The Lorain County Solid Waste Management District presented the 2024 calendar contest. The board addressed investments, appropriations, transfers, requisitions, travel expenses, and bills. They also discussed personnel matters and approved a purchase service agreement between JFS and the County Commissioners Association of Ohio Service Corporation. Additionally, they considered a contract with exhibits Inc for the Solid Waste Management District sustainability Center, extended the entry agency agreement between the Lorraine County Workforce Development agency and the Lorraine County Port Authority, approved an MOU between the Commissioners, Lorraine County Workforce Development board, and the partners Ohio Means Jobs Lorraine County, and approved an internal lease agreement with vioquest Inc for Lorraine County developmental disabilities.
