Sole Source: Not a practical path here—pursue a de facto sole source by embedding your unique requirements into the RFP specs with instructional leaders.
Coops: Buyer hasn’t historically used coops; mention KY programs like KPC/PurchasePros, KETS, NASPO ValuePoint, Sourcewell for future exploration. If timing is tight, ask Finance (Mary Grubb) about using Kentucky state price contracts as a compliant alternative to full bidding.
Entity: Harrison County School District, KY
Practice: The district adheres to competitive bidding; no evidence of formal sole source use.

The Board of Education discussed setting the tax rate for the 2021 fiscal year, maintaining the same rates as the previous year for real property, personal property, and motor vehicles. Emergency certifications for two teaching positions were approved. Additionally, a student-teacher clinical partnership agreement with Asbury University was considered, and a proposed contract with the Community Action Council regarding student services during the COVID-19 pandemic was discussed and subsequently tabled. Finally, the Board received an update on the Healthy Harrison County Public Schools plan, focusing on metrics and guidance related to the ongoing pandemic and strategies for returning to in-person learning.
The meeting commenced with the administration of the constitutional oath of office to three members by the Harrison County Judge Executive, Alex Barnett. Following this, a proclamation was read to honor the School Board in observance of January 2021 being School Board Recognition Month, acknowledging the contributions and responsibilities of the board members towards maintaining quality education and strong budgetary oversight. The board members recognized included Mary June Brunker, Christy Carey, Gary Dearborn, Ruth Patrick, and Ed Taylor. After the proclamation, the board recessed briefly to sign documents and then reconvened.
