This document outlines the Board of County Commissioners' policy directives, strategies, and priorities for 2025, aimed at delivering quality services to the citizens of Garfield County. The plan encompasses key focus areas including Infrastructure and Investment, Public Health and Human Services, Community Outreach and Transparency, Economic Development, Federal, State and Local Policy Agenda, and Organizational, Core, and Internal Services, reflecting an adaptive and ongoing strategic planning process.

The 2024-2028 Public Health Improvement Plan (PHIP) for Garfield County Public Health (GCPH) identifies key priorities to improve health outcomes for county residents. Developed in accordance with the Colorado Health Assessment and Planning System (CHAPS), the plan addresses community concerns such as the high cost of living, access to jobs, affordable housing, food quality, mental health services, and primary care. The GCPH will focus on mental health and food access, leveraging partnerships and communication strategies to implement action plans and address identified gaps.

The Garfield County Community Wildfire Protection Plan is a strategic plan that identifies specific wildland fire risks and provides prioritized mitigation recommendations. It focuses on protecting human welfare, communities, and economic and ecological values by addressing wildfire risks, fuel hazards, and structure flammability. The plan emphasizes collaborative planning, community involvement, and the implementation of vegetation-fuel treatments to reduce wildfire hazards and improve fire protection response capabilities.

The Garfield County Noxious Weed Management Plan outlines guidelines for managing noxious weeds to protect the economic, environmental, and agricultural value of lands in Garfield County. It details integrated management options, including education, preventive measures, stewardship, and control techniques, to implement the Colorado Noxious Weed Act. The plan focuses on preventing the spread of invasive plants, managing weed infestations on county-owned property, and fostering cooperation among government agencies and private landowners.

The board meeting addressed various topics, including public comments on the Roan Plateau issue and road conditions. Updates were provided on the Toys for Tots program, out-of-state travel for ACA certification, courthouse plaza landscaping, and vendor/solicitor policies in county buildings. Discussions included road sanding material bids, the Governor's appointment to the Colorado Aeronautical Board, ambulance service licenses, proposed ambulance regulations, and an informal exchange on oil and gas exploration. The Sheriff's update covered employee recognition and the Emergency Fire Fund. The County Attorney addressed litigation updates and legal advice, along with merchant agreements and credit card usage by county departments. A settlement agreement was approved in the BOCC vs. Meeney case. Contracts were discussed with the Housing Authority/DSS TANF and for administrative services for the affordable housing program. Commissioner reports were given. The LoVa Trail and CDOT's involvement were discussed. A consent agenda was approved. Public hearings were held to consider a special use permit for a group residential facility (Emily Griffith Center) and a special use permit for an industrial support facility and pipeline for natural gas production (Williams Production RMT Co.).
