City of Westport
Development partner to create mixed-income workforce housing on the recently acquired "Westport 2" property. In early 2026 the City authorized a Letter of Intent with the Washington State Department of Natural Resources (DNR) for the direct transfer of this 2.36-acre site to the City. The site comprises parcels zoned R-1 (Residential 1) and MUTC-1 (MixedUse/Tourist Commercial 1), which both permit multi-family residential use. In keeping with the City's 2021 Comprehensive Plan, this project aligns with Westport's housing goals, notably to "increase the City's stock of affordable housing" and encourage a diversity of housing types to meet local needs. The Plan explicitly directs that new multifamily developments (up to 18 units per acre) should include units "affordable to families and residents in particular need". This RFP invites proposals that advance those goals while maintaining the City as a non-landlord partner (for example, via a long-term ground lease).

Sole Source: Deprioritize due to audit risk tied to non-competitive awards; pivot to a compliant pre-competed cooperative contract instead.
Coops: Tip: If they’re open, suggest Washington DES Statewide Contracts, DES Master Contracts, Sourcewell, or NCPA as compliant alternatives. Buyer hasn’t historically used coops/resellers, but you can encourage them to explore these procurement programs and these resellers as future options.
City of Westport: Deprioritize sole source. The city’s non-competitive awards are linked to audit findings of non-compliance, making sole source high risk.
