Sole Source: If sale is less than $10,000 (purchases over this trigger formal competitive bidding), deprioritize; if raised, redirect to Sourcewell as the pre-competed alternative.
Coops: Ask to purchase via their Sourcewell membership if your item is on contract; this is the fastest compliant path.
City of Watford City: No documented sole source contracts; strict adherence to competitive processes.
Practical note: Treat sole source as non-viable—pivot to Sourcewell as a pre-competed, compliant alternative. Purchases over $10,000 trigger formal competitive bidding, making coops the faster path.
