Borough of Helmetta

The meeting commenced with the Salute to the Flag and the Open Public Meetings Act Statement. Key agenda items included the certification of the November 4, 2025 election results and the administration of the Oath of Office to newly elected or re-elected officials. The agenda also featured the election of the Council President. A comprehensive Consent Agenda addressed numerous routine appointments for the year 2026, such as the Borough Attorney, Auditor, Engineer, Planner, Prosecutor, Public Defender, and various municipal officials. Other items included adoption of the 2026 Cash Management Plan, authorization for the 2026 Tax Sale, and approval of the 2026 Temporary Budget. An ordinance for exceeding the municipal budget appropriation limits received its first reading. The meeting concluded with a swearing-in ceremony for members of the Fire Department and association representatives.

The meeting addressed the departure of the Borough Administrator and welcomed the new Administrator. Concerns were raised about LED lighting costs, and a discussion ensued regarding a sign on County or Conrail property. Resolutions were adopted concerning interlocal health services, payments to Black Rock Enterprises, acceptance of the resignation, hiring of a new Administrator, budget transfers, bill payments, state health benefits, and employee handbooks. The Mayor attended the League of Municipalities Convention, and holiday activities were planned. Shared services and ADA ramp handrails were discussed, and the Borough qualified for Enrichment Enhancement cameras.

The meeting included a public portion where a resident suggested printing a Borough calendar and complimented the Borough Attorney. The budget was introduced and will be advertised for a Public Hearing. A municipal consent hearing on cable renewal was held with a presentation by Comcast. Resolutions were passed regarding senior citizen deductions, grants for volunteer fire assistance, stipends for court nights, payments to East Brunswick for water system improvements, grant agreements for Helmetta Lake Park improvements, and authorization for an architectural design study on Parcel 5. Additional reimbursements were authorized for Regency Walk Homeowners Association and Heather Glen Condominium Association. The council discussed setting summer water usage, community service hour changes, the potential purchase of Borough property, and renewing the HV AC PM contract. An ordinance to exceed the municipal budget appropriation limits and establish a cap bank was introduced. New business included discussions on animal control/shelter spreadsheets, property inspections, police department renovations, tiling of the hallway, permit parking, changes in copy fees, fees for police applications, and the Helmetta Business Park wall. The meeting moved into a closed session for negotiations and litigations.

The meeting addressed solid waste containerization, potential cost savings for municipalities, and increased recycling. Discussions covered refunding a pet adoption fee, supporting legislation for fair tax appeal refunds, and participating in the Middlesex County Municipal Joint Insurance Fund. The council also discussed a lease/purchase agreement for a police vehicle, amending personnel policies for employee health insurance, and appointing a Class II Officer. Additionally, the agenda included providing animal control impoundment services to Red Bank, an agreement for Animal Control Officer Training, a DOT road project, and tree management on Old Forge Road and Helmetta Blvd.
