Survivable Airborne Operations Center (SAOC) Bed-Down Progressive-Design-Build OT

Description: USACE Omaha District is seeking qualified design-build teams for an Other Transaction (OT) Agreement to execute the SAOC bed-down project at Offutt AFB, Nebraska, supporting a new campus for the Air Force’s incoming E4C fleet while maintaining current E4B NAOC operations. The progressive design-build effort has a Phase 1 for design and pre-construction services and a Phase 2 for final design and construction, with ICD/ICS 705 secure-facility requirements and white papers submitted in a two-step qualifications-based competition.
