SPEED Act - Permit Type: Mining Gen 103

Description: The Pennsylvania Department of Environmental Protection (DEP) is soliciting Qualified Professionals to perform expedited permit application reviews under the SPEED Program established by the SPEED Act. The contract term is two years with three optional renewals and work will be performed in accordance with the Scope of Work and attached solicitation documents. Bids must be submitted electronically via email to RA-EPSPEED@pa.gov by the September 2026 deadline.
