Safe Streets and Roads for All Advancement Program (RFP)

The City of Allentown seeks professional design and consulting services for its Safe Streets and Roads for All (SS4A) Demonstration Projects, including the Jefferson Street Traffic Calming Project and support for data collection and evaluation on other projects. Proposals require a technical proposal and a cost proposal and must be submitted electronically through PublicPurchase. The City reserves the right to reject any or all proposals and will award to the responsive, responsible contractor whose proposal is most advantageous to the City.

Seeking a qualified consultant or consultant team that can compile and review relevant plans and studies, analyze existing conditions, engage relevant stakeholders, identify needs, develop an implementation plan and deliver a final draft Safe Streets and Roads for All Comprehensive Safety Action Plan. The purpose of the plan is to prioritize safety and prevent death and serious injury on roads and streets involving all roadway users, including pedestrians, cyclists, public transportation, personal conveyance and micro-mobility users, motorists and commercial vehicle operators. The plan shall identify safety issues and provide key implementation steps to eliminate death and serious injury in the region with a clear and reasonable target dates for specific milestones in significant declines.

Develop a Safety Action Plan in accordance with Safe Streets for All (SS4A) guidelines. The SS4A Action Plan will be developed in accordance with the U.S. Department of Transportation guidelines and include the following Action Plan Components: o Safety Analysis. o Public Involvement. o Identification and analysis of underserved communities. o Assessment of current policies, guidelines and standards, and o Identification and prioritization of projects and strategies.
