Consultant assistance for the preparation of two Concept Development studies being advanced through its Local Capital Project Delivery (LCPD) Program. This program is consistent with the Project Delivery Process implemented by the New Jersey Department of Transportation (NJDOT). Through this RFP, the NJTPA is seeking to engage in one firm to provide professional consultant services for two separate studies. Primary tasks to be performed by the consultant shall include, but are not limited to data collection, community outreach, development of the purpose and need statement, development of alternatives, selection of preliminary preferred alternative and NEPA (National Environmental Policy Act) classification.

Consultant assistance for two separate planning studies under one contract for the borough. This work will include an assessment of land uses and the transportation network within a half-mile radius of the train station, and make recommendations for promoting a pedestrian-friendly, mixed-use district. An assessment of Transit Village readiness, consistent with the multi-agency partnership known as the Transit Village Initiative, will also be conducted for Broadway and Train Stations.

Consultant assistance to support the advancement of strategies from the region's Local Safety Action Plans (LSAPs) and to advance the principles of the Safe System Approach and New Jersey’s Target Zero Commission (TZC). This initiative will work primarily with municipalities and to a lesser extent with counties in the NJTPA region. The request for proposals outlines consultant-supported outreach and technical assistance tasks that the NJTPA will manage and oversee for select subregional and municipal planning partners.
