RFQ #27-0001 - COMPREHENSIVE MUNICIPAL INFRASTRUCTURE COST-OF-SERVICE AND USER FEE STUDY - (Date Extended))

Description: The City of Duncanville, hereinafter “City”, is seeking an agreement with qualified Individuals, Firms, or Corporations, herein “Respondent”, to provide Professional Engineering Services for the City of Duncanville, Public Works Department. The City desires to obtain qualified Respondent(s) contact information and qualifications to perform an independent, transparent, and defensible cost-of-service and rate study addressing three municipal infrastructure systems: 1. Pavement maintenance fee to provide dedicated funding for alley, street, sidewalk, and bridge maintenance and improve pavement conditions. 2. Stormwater utility fee for critical enhancements to the City’s drainage infrastructure. 3. Water and wastewater utility fees to update the FY2022 cost-of-service and user fee study. The study shall determine the reasonable cost of maintaining each system, identify sustainable funding requirements, evaluate existing revenues and rates, and recommend equitable fee or rate structures for consideration by the City Council. The study shall not presume that any new fee or rate increase will be adopted. Recommendations shall clearly distinguish existing obligations, documented funding needs, alternatives, customer impacts, and policy choices requiring City Council action.
