Procurement overview
• One new, unused passenger van, model year 2026 or newer, for LISD use.
• Provide a complete base price, an itemized list of included equipment and charges, and a separately priced midrise-roof alternate if available.
• Include the manufacturer build sheet, seating floor plan, product specifications, proposed delivery date, and warranty documentation.
• LISD will review compliance with specifications, total price, delivery timing, warranty, and the overall best interest of the District.
Bids must remain firm for at least 90 days after the bid deadline. No purchase obligation arises unless LISD approves the award and issues a written purchase order or sales agreement.
Minimum vehicle specifications
The base bid must meet or exceed each requirement below. These performance and equipment requirements are intended to accommodate commonly available Ford Transit and Chevrolet Express passenger-van configurations. Identify the make, model, model year, trim, engine, drivetrain, wheelbase, roof height, seating configuration, GVWR, payload, and included options. Attach the manufacturer build sheet and seating floor plan.
1. New, unused, full-size passenger van, model year 2026 or newer, not previously titled.
2. At least 10 total factory-installed seating positions, including the driver, with a lap/shoulder restraint at every seating position. State total seat count and passenger capacity; attach a floor plan. Higher-capacity 12- or 15- seat configurations are acceptable.
3. Gasoline V-6 engine offered by the vehicle manufacturer for its passenger-van model, with the manufacturer-standard automatic transmission. State displacement and rated horsepower. Ford Transit 3.5L V-6 and Chevrolet Express 4.3L V-6 configurations are acceptable.
4. Rear-wheel drive in the base bid. If an all-wheel-drive configuration is offered, it may be priced separately as an alternate.
5. Wheelbase offered by the manufacturer for the passenger configuration and seating capacity. State the exact wheelbase; extended-length configurations are not required.
6. Manufacturer standard or low-roof configuration in the base bid. A medium or midrise roof may be submitted as a separately priced alternate if offered for the vehicle.
7. Passenger-side entry door may be hinged or sliding. Rear passenger doors must be hinged and equipped with a hold-open feature or manufacturer-provided restraint.
8. Glazed passenger-compartment side and rear windows. State any factory tint or tint options; all tint must comply with applicable law.
9. Front heating and air conditioning, plus rear passenger-compartment heating and air conditioning. Include all required factory packages or authorized dealer-installed equipment in the base price and identify how the rear system is provided.
10. Solid white exterior paint.
11. Factory passenger seats with durable upholstery. Vinyl or durable cloth is acceptable; identify material and color. If vinyl upholstery is available as an option, price it separately.
12. Manufacturer passenger-compartment floor covering. Include all-weather floor mats and identify the floor material; vinyl or rubber flooring may be offered as an alternate if available.
13. Factory wheels and all-season tires with load ratings appropriate for the offered GVWR and seating configuration. State the exact wheel and tire sizes. Include a full-size spare wheel and tire and a jack, or identify if the manufacturer does not offer them.
14. Manufacturer-rated GVWR of at least 8,600 pounds. State GVWR and available payload for the quoted configuration after factory-installed equipment.
15. Manufacturer-standard alternator and electrical system suitable for the offered passenger-van configuration. State alternator output in amps; price any higher-output alternator separately.
16. Interior rearview mirror and exterior left- and right-side mirrors.
17. Two additional keys or key fobs beyond the quantity supplied with the vehicle.

19. Driver and front-passenger airbags and all other required safety equipment for the offered configuration.
20. Rearview camera system.
21. Power door locks, power steering, tilt steering wheel, cruise control, AM/FM audio system, left- and right-side sun visors, standard instrumentation, full-length headliner, and front/rear interior lighting, as offered in the manufacturer passenger-van configuration. Identify any item not included.
22. Splash guards at all four wheel positions. Include the cost and identify whether factory- or dealer-installed.
23. Meets or exceeds all applicable federal and Michigan motor vehicle safety requirements, including applicable Federal Motor Vehicle Safety Standards.
Optional alternate
Price the medium/midrise-roof alternate separately, if available. Also price any separately identified AWD, vinyl seating, or rubber/vinyl floor options. For every alternate, identify added cost and any effect on seating, equipment, GVWR/payload, warranty, or delivery. The base bid must remain complete and responsive without optional alternates.
