Proposals must include technical information such as floor plans, references, utilities, parking, security, janitorial and snow-removal arrangements, insurance, and a cost proposal covering annual rent and services. The solicitation is evaluated on experience, cost, space suitability, and availability, with occupancy required by July 1, 2027, or earlier.
