Request for Proposals - Consultant Services for the Preparation of a Five-Year Consolidated Plan, FY28 Annual Action Plan

Description: Hidalgo County Urban County Program is soliciting proposals from qualified consultants to prepare a Five-Year Consolidated Plan, FY 2028 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice for Hidalgo County and the cities of Edinburg, McAllen, and Mission. The selected consultant will assess community needs, housing and community-development priorities, fair-housing considerations, and available resources, and will prepare the required planning documents through a coordinated planning and public-engagement process. This is an open consulting-services procurement rather than a grant application, and the work must comply with applicable HUD requirements.
