Description: STRS Ohio seeks an independent consultant to advise on the procurement strategy for its retiree medical and prescription-drug programs. The consultant will assess medical, pharmacy/PBM, market, financial, network, regulatory, implementation, and member-impact considerations, then recommend whether to procure medical services or pharmacy services first, or use another sequence. Deliverables include a written recommendation with supporting rationale, risks, assumptions, pricing, timeline, and next steps, along with leadership briefings and follow-up support.
