Public Private Development of City Owned Property - Historic Diesel Plant (RFP)

Description: Qualified private entities for a potential public-private partnership (P3) involving the redevelopment, rehabilitation, financing, operation, maintenance, and adaptive reuse of the historic diesel plant. Through this solicitation, the city seeks to identify an experienced private partner and evaluate conceptual redevelopment approaches, business terms, financing concepts, operational models, preservation strategies, and public benefit commitments. The City is not requesting final design work, signed and sealed design documents, construction drawings, permit-ready plans, or a final DESIGN-BUILD proposal as part of this solicitation.
