Description: Arizona Department of Revenue intends to award Kelmar Associates a sole-source contract for the proprietary Kelmar KAPS Unclaimed Property Management System, including software licensing, cloud-hosted SaaS, maintenance, and technical support. The system is intended to support the state's holder reporting, public search, claims intake, financial accounting, and statutory-compliance workflows. During a three-day comment period, vendors may submit an alternative proposal showing they can meet the functional, technical, and statutory requirements without infringing Kelmar's intellectual property.
