Legal Aspects of Airport Programs, Topic 18-04. The Changing Landscape of Environmental Reviews under NEPA for Airports

Description: The ACRP seeks a multidisciplinary research team to examine how recent statutory, regulatory, and court changes affect FAA NEPA reviews for airport development, including Section 743, state and local law interactions, and ways to integrate planning and permitting for faster project delivery. Work is structured as a fixed-price, two-phase subaward: Phase I produces an approved detailed report outline, and ACRP may authorize Phase II for further research, analysis, and draft and final reports. The project has $110,000 in funding and requires a team of attorneys and airport professionals with relevant experience; proposals will be evaluated on qualifications, understanding of the problem and work, schedule, and relevant publications.
