Legacy Homeowner Development Support

Description: Seattle’s Office of Planning and Community Development is soliciting proposals from one or more consultants to support low-income (80% AMI or less) legacy homeowners who want to add infill housing to their properties. The work has two workstreams—Legacy Homeowner Education & Networking and Legacy Homeowner Pre-Development Technical Assistance—and may include curriculum, networking, feasibility, costing, financing, site planning, legal, and permitting support. This is a consultant-services procurement funded through HUD’s PRO Housing grant, not a grant program for applicants; responses are due September 25, 2026, at 11:59 p.m. Pacific Time.
