Description: Seeks bids from qualified firms to provide general contracting services for dam rehabilitation. Work shall also includes excavation, backfilling, and compaction, installation of principal spillway, outlet pipes, low-level drawdown gate valve, impact basin, and riprap discharge channel, installation of seepage collection and drainage system, regrading of dam embankment slopes, casting and reinforcing concrete, erosion and sediment control, removal and proper disposal of debris and demolished materials; site cleanup, installation and testing of new ductile iron water main in concrete encasement, roadway replacement. Fords Lake Dam - Dam Rehabilitation Project
The Pennsylvania Department of General Services (DGS), on behalf of the Pennsylvania Fish and Boat Commission, is issuing a Request for Proposals (RFP) for the Fords Lake Dam Dam Rehabilitation Project located at 1455 Fords Pond Rd, Clarks Summit, PA 18411 in Lackawanna County. The project involves general construction work to repair and rehabilitate the 17-ft high by 225-ft long combination earthen dam at Fords Pond, including sequencing construction on the roller-compacted earthen dam and existing spillways, controlling water from the existing dam structure during construction, and reinforcing concrete and dam joints on the existing spillway, with an estimated cost range of $2,000,000 to $3,000,000 and 270 calendar days duration. Proposals must be received by 2:00 PM on September 8, 2026, with a pre-proposal conference scheduled for August 7, 2026 at the Abington Community Library; Small Diverse Business (18%) and Veteran Business Enterprise (3%) participation goals apply.

Rehabilitation of Willisburg Lake Dam
Work shall include construction of a reinforced concrete auxiliary spillway with two, 8 feet by 16 feet, precast concrete culverts through the dam crest to serve as the spillway inlet with a reinforced concrete stepped chute along the downstream slope that discharges into a reinforced concrete stilling basin at the toe of the dam. A reinforced concrete floodwall with concrete cutoff shall be constructed along the upstream crest of the dam along KY-555 with rockfill placed along the upstream slope of the dam. A rockfill stability berm shall be constructed along the downstream slope. Work further includes a new low-level drawdown valve in the dry well of the riser structure, replacement of the existing low level drawdown valve, and remediation of concrete cracking and seepage in the existing principal spillway culvert. In addition, the City of Springfield’s raw water intake will be abandoned and new raw water intake lines installed within the principal spillway culvert. A Contractor designed Water Diversion Plan is required. The BASE BID Work will also consist of site preparation, erosion and sedimentation control, slope construction and protection, construction access, selective demolition, earthwork, temporary shoring, traffic control and maintenance, storm drainage, and site grading and restoration work. Demolition Work shall include demolition of existing storm sewer infrastructure, raw water lines, concrete ditches, KY 555 within the footprint of the new auxiliary spillway, existing valves and operators at the intake structure, partial demolition of the principal spillway culvert and wingwalls, and abandonment of existing embankment piezometers. The CONTRACTOR’s Work shall also include site safety, water control, site security, traffic control, and site cleanup.
