General Planning Services Consultants (RFP)

Proposals from qualified planning firms to provide as needed general planning consultant services. The City intends to retain multiple firms under continuing services agreements to ensure the availability of a broad range of professional expertise. By submitting a response to this RFP, proposers acknowledge that no rotational assignment of task assignments applies and that Consultant services will be assigned and authorized by the City through task assignments at its sole discretion. The selected firms will assist the City of Oakland Park in advancing the City’s planning initiatives, including the implementation of the Comprehensive Plan 2045, administration of the Land Development Code, review of development applications, preparation of planning and policy studies, related analyses, and other services intended to facilitate the City’s long-term goals and objectives. The scope of services under this Solicitation may include, but shall not be limited to, the following categories: 1. Comprehensive and Long-Range Planning 2. Zoning and Land Development Code Analysis 3. Development Review Services 4. Community Engagement and Facilitation 5. Housing and Social Policy Planning 6. Mobility and Transportation Planning 7. Resiliency, Sustainability, and Environmental Planning 8. Economic Development and Redevelopment Planning 9. Urban Design and Placemaking 10. GIS and Data Analysis 11. Information Technology & Asset Management Systems Planning 12. Grant and Funding Support 13. Training and Technical Assistance 14. Other Services as Needed Selected firms must have readily available technical capabilities and sufficient in-house resources to perform the required services in a timely and professional manner. By responding to this RFP, proposers acknowledge that the scope of practice for the desired services excludes professional architecture, professional engineering, landscape architecture, and land surveying services and activities. In addition, the “Consultant(s)” may be asked to assist the City in project coordination meetings with other municipalities, regulatory agencies, developers, and local and state governments; prepare communication strategies and/or protocols to engage City residents and interested stakeholders in the planning process; and assist the City’s staff with coordinating events, project meetings and formal presentations for specific project or community functions sponsored by the City.
