Description: The Metropolitan District (MDC) is inviting qualified companies to submit bids for Solicitation Number 2026B-23 to supply pipe, repair clamps, couplings, PVC fittings, saddle clamps, sleeves, leak clamps and other water and sewer materials. Sealed bids will be received and safeguarded by the MDC at the office of the District Clerk of the Metropolitan District, located at 555 Main Street, Hartford, CT, 06103, until Tuesday, December 15, 2026, at 10:00 AM local time. A mandatory Pre-Bid Conference for the Project will be held for potential Bidders on November 12, 2026, at 9:00 AM located at the MDC Pre-Bid Conference Room, 231 Brainard Rd, Hartford, CT. Prospective Bidders must attend both the Pre-Bid Conference and provide requested information on the sign-in sheet at the start of the Pre-Bid Conference. All prospective bidders are invited to ask questions to the District and/or the District’s Agent(s) during this conference. Bids will not be accepted from Bidders that do not attend the mandatory Pre-Bid conference.

The City of Cape Coral was incorporated in 1970 and operates under the Council/City Manager form of government. The City Council has eight members consisting of the mayor and seven members all elected at large on a nonpartisan basis. City Council is responsible for all policy-making functions of the government and retains the services of a City Attorney, City Auditor and City Manager. The City Manager is responsible for all administration of the City, which provides a comprehensive range of municipal services including general government, public safety, community services, public works, planning, utilities, and parks and recreation. Cape Coral is the 8th largest city by population and the 3rd largest by land mass in Florida. Cape Coral currently has a population of more than 200,000 residents and is experiencing high growth. As a pre-platted community, Cape Coral could have more than 360,000 residents at buildout. The city has a sub-tropical lifestyle with thousands of waterfront residential properties on almost 400 miles of canals. About two-thirds of these canals provide boaters with direct access to the Gulf of Mexico. The purpose of this Invitation to Bid is to establish a source for the Purchase & Delivery of Water, Sewer, & Irrigation Materials to be used by various City of Cape Coral facilities. Objective: Establish an annual contract with fixed unit pricing for standard inventory items to support routine municipal utility maintenance, system operations, and emergency pipeline repairs.
