The City of Greeley's Water and Sewer Department seeks a vendor to help Greeley and potential regional partners identify the governance, financial, and operational issues involved in giving other water providers an expanded stake in the Boyd Water Treatment Plant (WTP). The work should identify and roughly quantify potential benefits, and define the considerations and path for an intergovernmental agreement (IGA). This initial phase may lead to facilitated negotiations over an IGA allowing water providers to buy ownership capacity in the plant or expand the current wholesale-provider model.
