Description: The City of Greeley's Water and Sewer Department seeks a vendor to help Greeley and potential regional partners identify the governance, financial, and operational issues involved in giving other water providers an expanded stake in the Boyd Water Treatment Plant (WTP). The work should identify and roughly quantify potential benefits, and define the considerations and path for an intergovernmental agreement (IGA). This initial phase may lead to facilitated negotiations over an IGA allowing water providers to buy ownership capacity in the plant or expand the current wholesale-provider model.

Project includes the construction of a new Water Treatment Plant, two-celled Chlorine Contact Tank, two-celled Clearwell, Finished Water Pumping Station, Spent Washwater Equalization Tank, a Generator, Stormwater BMPs and Yard Piping as well as rehabilitation of the existing Residuals Handling lagoons. The new Water Treatment Plant will be approx 190 by 77' and will consist of a process area with a pre-oxidation tank, three DAF units, and three filters. There will also be chemical rooms, and an administration area.
