Environmental site assessment will be as follows and will pertain to liberty towers (32 liberty street, newton, new jersey). 1) review completed phase 1 environmental site assessment to determine the extent of the site assessment that is necessary. 2) locate the recs listed in the phase 1. 3) perform a geophysical survey to determine locations of subsurface structures. 4) take soil samples to determine impacted subsurface conditions. 5) investigate groundwater which shall include a well point(s) to determine if recs have impacted the site. 6) prepare a phase ii report summarizing all findings and recommendation per ASTM. 7) coordinate all field work with subcontractors. 8) restore all disturbed areas to their original condition. 9) the phase ii report must satisfy hud s requirement for a rad conversion and be complete in all areas.

The U.S. Department of Transportation’s John A. Volpe National Transportation Systems Center issued this federal synopsis solicitation to obtain laboratory analysis services for a Phase II Environmental Site Assessment at the Fort DuPont Parade Ground in Delaware City, Delaware. The work includes providing sample containers and courier transportation, and analyzing soil and groundwater samples for metals, cyanide, VOCs, SVOCs, petroleum hydrocarbons, PCBs, and pesticides. The opportunity is a total small-business set-aside with responses due September 15, 2026, and the anticipated period of performance is September 17, 2026, through January 31, 2027.

The phase ii esa investigation includes the contractor tasks listed below. The contractor shall conduct all work in accordance with federal, state and local requirements. Where inconsistencies exist, the contractor shall follow the most stringent requirements. Sample Containers, Handling, and Delivery: The Contractor shall provide the appropriate sample containers, disposable volatiles samplers, preservatives, pre-printed labels, and analyte-free water required for the analyses listed below. These are to be delivered by the Contractor to the project site location. Sample collection andhandling will be performed by Volpe personnel. The laboratory shall provide a daily local courier to transport the samples from the Site to the laboratory over an anticipated three days of sampling. See attached file.
