Continuous Application for the Authorized Vanpool Vendor List (Vanpool Start‑Up Subsidy Program)
SACOG is inviting van leasing companies to submit required qualifications to be placed on the Authorized Vanpool Vendor list and participate in the Vanpool Start‑Up Subsidy Program. The Vanpool Start-Up Subsidy Program provides monthly subsidies to support the formation of new vanpools in the Sacramento region. Vendors that meet the minimum qualifications may enter into an agreement with SACOG to promote and offer the Vanpool Start‑Up Subsidy to new vanpools operating in the region. Authorized Vanpool Vendors will contract directly with SACOG for participation in the subsidy program. This Request for Qualifications will be open continuously, subject to the availability of program funds. Execution of an Authorized Vanpool Vendor Agreement does not guarantee participation of vanpool participants or funding to the vanpool vendor. Questions regarding the Vanpool Start‑Up Subsidy Program or this RFQ may be submitted at any time to: Victoria Cacciatore, Program Manager vcacciatore@sacog.ca.gov (916) 340‑6214 The Sacramento Area Council of Governments (SACOG) is a Joint Powers Authority (JPA) representing 28 cities and counties across El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba counties. As the region’s metropolitan planning organization, SACOG is responsible under state and federal law for long‑range regional planning and works with local partners to address shared challenges related to transportation, housing, air quality, climate change, and protection of agricultural and natural resources. Through the 2025 Blueprint, SACOG has committed to advancing three strategic goals: equity, economy, and environment. As the regional transportation planning agency, SACOG develops and implements transportation plans serving approximately 2.7 million residents. In addition to long‑range planning, SACOG implements transportation demand management programs that complement the physical transportation network by improving mobility options, reducing greenhouse gas emissions, and expanding equitable access to opportunity throughout the region. The Vanpool Start‑Up Subsidy Program supports these objectives by providing limited‑term monthly subsidies to newly formed vanpools during their first year of operation. For fiscal year 2027, the program offers $300 per month for up to nine months to qualifying vanpools that operate primarily within the six‑county Sacramento region or that have one or more employment destinations within the region. SACOG establishes a not‑to‑exceed funding amount each fiscal year that applies to all approved vanpool providers in aggregate. For fiscal year 2027, the amount is $18,000. Funding levels for future years have not yet been determined at the time this solicitation is issued.
