The program will achieve this via a 2-phase PON. Under Phase I, NYSERDA will publish PWHP performance specifications and other requirements. PWHP manufacturers & vendors will apply to Phase I by providing documentation that PWHPs meet those specifications & requirements. NYSERDA will review those application packages and, upon approval, applicants will become PWHP Program Participants and will be eligible to apply for Phase II. The city is interested in options for homeowners including multiple manufacturers and model choices where possible. The city will evaluate proposals and select a consultant to perform heat pump direct rebate administration and management. The consultant will be selected based on its ability to efficiently (in terms of cost, time, and resources) and effectively perform the services.

This project requires the conversion of a split HVAC system to a packaged HVAC system. Remove existing HVAC units, including indoor and outdoor components of split unit. All refrigerant handling and disposal to be done by contractor. Properly dispose of all material off site. Locate HVAC packaged units outside of each quarters building as close as possible to existing units. Contractor will visually mark the proposed location and obtain approval from station Project Leader before proceeding with installation. Install new 3-ton 15 SEER2 heat pump packaged unit outside of each quarters building on new equipment pad. See attached file.
