Provide inmate commissary service.
Description: The Michigan Department of Technology, Management and Budget issued a Notice of Intent to Award for RFP 260000001218 concerning prisoner store and friends and family care package services for Michigan Department of Corrections facilities. The proposed contractor would supply and manage commissary goods, fulfillment, ordering systems, kiosks, delivery, reporting, payment integration, and security and compliance services for approximately 33,000 prisoners across 26 facilities. The notice is open for responses through September 21, 2026, and the underlying procurement is a five-year contract beginning October 1, 2026, with three one-year renewal options.

There must be one pick-up of food from Hampton VAMC per week with each receptor facility receiving one delivery per week. Shipments of all food products will be ready for pick-up no later than 8:00 a.m. on Monday mornings unless other arrangements have been made or notifications provided by Hampton VAMC. One refrigerated trailer between 35' and 40' must remain at the back dock of Hampton VAMC and will be used for storage of loaded pallets. When it is time for a pick-up, the vendor will remove the loaded trailer and leave another trailer at the back dock for storage of loaded pallets. See attached file.
