Description: Proposals from qualified consulting firms or multidisciplinary consultant teams to prepare an Area of Persistent Poverty (AoPP) Transit Development Plan serving participating Areas of Persistent Poverty and Tribal Nations throughout. This planning effort is funded through the Federal Transit Administration (FTA) Areas of Persistent Poverty Program and is intended to produce an implementation-focused plan that improves mobility, strengthens transportation coordination, and expands access to essential services.
