Procurement of a commercially available job evaluation system, including implementation consultation, licensing, and training for 25 users, to value jobs accurately, consistently, and ensure pay equity.
The contractor shall provide an Evaluation Management System (EMS) that will effectively and efficiently design, deliver, analyze and report the required Levels 1 – 4 training evaluation data to meet the requirements of 5 CFR 410.202. This system shall be capable of integrating and interfacing with other IRS data and financial systems required by the IRS or the Office of Personnel Management (OPM), such as the Integrated Talent Management (ITM) System, without requiring modifications to these systems. Based on defined requirements, the EMS may include data from other Learning Education and Development Services and Human Capital Office systems as required. The EMS system identified will be purchased as a commercial off-the shelf (COTS) product. The selected EMS shall be available to all Servicewide Learning and Education employees for developing and delivering training evaluations, capturing training evaluation data and delivering reports on the effectiveness of the training programs.
