Summary
The Los Angeles Department of Water and Power (LADWP) is soliciting proposals through the City of Los Angeles RAMP procurement portal to modernize Units 1 and 2 of the Scattergood Generating Station so that they are green hydrogen-ready, capable of operating on a minimum 30 percent hydrogen blend by volume from the outset. The proposed project will replace the aging conventional natural-gas-fired steam-boiler generators (originally commissioned in the late 1950s and required to retire by December 31, 2029) with a rapid-response combined-cycle generation system. The contract supports LADWP's Power Strategic Long-Term Resource Plan and the LA100 100% Renewable Energy Study objectives while maintaining grid reliability during Los Angeles's transition to a fully decarbonized grid.
