2026 Affordable Rental Housing Project Utilizing Workforce Housing Trust Funds RFP

Description: The City of Albuquerque's Department of Health, Housing, and Homelessness (HHH) is requesting proposals from developers for affordable rental housing developments utilizing 2025 General Obligation Bond funds approved for the Workforce Housing Trust Fund and an additional Affordable Housing appropriation under Council Resolution R-25-206. The City will allocate between $9,250,000 and $12,500,000 across two to three development projects, funding no more than 20% of any project's Total Development Cost, with a minimum of 30% of all units required to be affordable to households at or below 80% AMI. Projects may involve new construction, acquisition/rehabilitation, or preservation of mixed-income multi-family rental housing within Albuquerque, and offerors must demonstrate capacity to leverage additional financing from sources such as LIHTC, other HUD programs, or bank loans.
