The South Carolina Materials Management Office, on behalf of the South Carolina Department of Corrections, is seeking a comprehensive Inmate Telephone System covering the supply, installation, and maintenance of prison-grade hardware and networking for approximately 17,000 inmates. The project includes providing kiosks, tablets, and a fully integrated software platform with 19 inmate-focused applications across more than 21 institutions. The resulting award will be a fixed-price five-year contract with two optional one-year renewals, requiring the contractor to maintain equipment ownership and meet strict security and ADA standards.

The County Jail currently uses Jail Management Systems, (JMS), and is looking for a company that will allow mobile applications and devices to be used to assist with inmate observation, facility rounds, and correctional documentation systems. Must be able to integrate with JMS. Provide a detailed description of the proposed Inmate Tracking System, highlighting its core functionalities, scalability, and compatibility with the current system. Emphasize the system’s ability to enhance operational efficiency and improve inmate management processes.

The Beaufort‑Jasper Water & Sewer Authority (BJWSA) is soliciting proposals for a full Unified Communications as a Service (UCaaS) and contact center solution to replace its existing phone system, supporting approximately 235 lines and multiple user groups. The scope includes implementation, migration from legacy hardware, integration with existing IT infrastructure, training, ongoing support, SLAs, and analytics/reporting capabilities. Vendors must provide implementation, configuration, post-deployment testing, and ongoing support to meet BJWSA’s operational requirements.

Ontario Shared Services, on behalf of a provincial ministry, is seeking information from telecommunication and communication service providers capable of delivering services for inmates at adult correctional institutes and similar groups including secured immigration detainees, minors in custodial settings, or patients in secure mental health institutions. The objective is to understand current and emerging capabilities and cost breakdowns to inform the future Offender Telephone Management System (OTMS) procurement strategy, technical requirements, commercial approach, and risk considerations. The scope includes gathering background information on OTMS solutions, sharing Ministry requirements, engaging in dialogue with providers, and refining requirements.

Unified Communications as a Service (UCaaS), a cloud-based enterprise, and Contact Center as a Service (CCaaS) platform with integrated quality management/recording (QM) and workforce management (WFM) capabilities, plus ongoing managed services to include 24/7 system monitoring, incident detection, providing end-user support and troubleshooting services, and monthly KPI reporting. The solution must be a Cisco-based or comparable platform. The solution must also be scalable, secure, resilient, accessible by adhering to the Web Content Accessibility Guidelines 2.1 AA, and interoperable with HESAA's existing security stack, including Cisco Firepower and Umbrella and identity provider, Microsoft Entra ID/Azure AD SSO with multi-factor authentication (MFA). The platform shall support open standards, including but not limited to: Secure Session Initiation Protocol (SIP) that uses Transport Layer Security (TLS) to encrypt and secure SIP; Secure Real-Time Transport Protocol (SRTP); Application Programming Interface conforming to Representational State Transfer (REST APIs); webhooks; and Security Assertion Markup Language (SAML) and OpenID Connect (OIDC) for single sign-on; and deliver high availability with documented disaster recovery.
