The National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, is seeking an annual subscription for anonymized human mobility data with two one-year option periods to support studies of recreational and other human uses of coastal natural resources. The subscription must provide nationwide coverage, unlimited access or sufficient quota for ~15 projects per year, documentation (codebooks/methodology), customer support, and sharing permissions that allow NOAA to share data with partners and the public. The procurement is being conducted as a presolicitation under FAR Part 13.5; the solicitation is expected to be issued on/about 2026-01-08 with quotes due on/about 2026-02-17.

In order to maximize the value from the USPTO’s investment and to reduce the STIC financial outlay, the USPTO is seeking to potentially expand the number of sources for its Chemistry Data Portfolio.
