Furnishing and installing one (1) control building which includes installing government furnished control panels (230kV only), relays, and a station & communication battery system; Furnishing and installing new cable trenches from new control building to 69kV, 161kV, and 230kV yards; Replacing two (2) cable trench crossings; Removing existing fiber from 69kV NIPCO bay to existing control building; Furnishing and installing fiber from new control building to existing service building and from new control building to new fiber optic splice enclosure; Furnishing and installing one (1) station service lineup; Removal of pad mount station service transformers, safety switches, automatic transfer switch and main distribution switchboard for return to WAPA; Expanding and upgrading the 230kv yard which includes the following: Installation of government furnished circuit breakers, instrument transformers and disconnect switches, Furnishing and installing electrical equipment supports, one (1) take-off structure, and outdoor bus systems, Furnishing and installing one (1) fiber optic splice enclosure and one (1) pull box; Furnishing and Installing control and power cables; Furnishing and installing concrete foundations; Demolition and removal of existing foundations; Furnishing and installing grounding and conduit systems. The Department of Energy's Western Area Power Administration intends to acquire a software license subscription for the Open Systems International (OSI) monarch SCADA and Energy Management System. This procurement is being conducted as an Intent to Sole Source under FAR Parts 12 and 13 for a period of performance from June 2026 to September 2027. While not a competitive solicitation, the agency will consider capability statements from responsible sources submitted by the May 18, 2026 deadline.

The Department of Energy (Western Area Power Administration - Corporate Services Office) intends to sole-source the addition of Sun-Net's iTOA SMS Substation Check-in/out module to its existing Sun-Net iTOA software suite. The Period of Performance is May 7, 2026 through May 6, 2027; this is a Special Notice and not a request for competitive proposals, though responsible sources may submit capability statements for consideration. Responses are due by April 23, 2026 at 5:30 p.m. EDT and must be received within 5 calendar days following publication of the notice.
