Sole Source: Do not pursue; redirect the conversation to a cooperative purchase.
Coops: Lead with an approved cooperative (ESCNJ, OMNIA, Sourcewell) to buy pre-competed.
Township of Carneys Point: No evidence of a viable sole source path in public records. Expect any sole source attempt to fail; deprioritize and route purchases through cooperative contracts instead.

The first order of business involved Application # 2026-02 from The Frosted Nug of Carneys Point seeking variance relief, conditional approval, and a site plan waiver for a property intended to house a coffee shop alongside an existing cannabis dispensary and wellness center. Concerns were raised regarding compliance with cannabis regulations prohibiting retail food sales on the same premises and CRC regulations concerning shared entrances. A use variance was also required for proposed storage containers. The applicant's attorney requested a continuance to address CRC approval, separate entrances, storage containers, fencing, and off-street parking issues. The second major item involved the continuation of a preliminary investigation to determine if the DuPont/Chemours study area qualifies as a condemnation area in need of redevelopment. Testimony was heard from experts regarding ground sampling and well testing, followed by public comment concerning chemical exposure risks and well water pollution. The Board subsequently adjourned.

The technical hearing for Roman Pantry was postponed to January 13, 2026.
