The City intends to retain a qualified multidisciplinary Consultant to lead the development of a coordinated, buildable, and implementable vision for Regan Beach. The project should be attractive and meaningful to the public while remaining cost-effective, maintainable, environmentally responsible, and realistic to construct in phases as funding becomes available. The Consultant shall use its professional judgment to refine the existing concept into a cohesive project that balances design quality, public benefit, constructability, lifecycle cost, regulatory requirements, and long-term operations. Regan Beach should become a welcoming, accessible, and high-quality public space that promotes equitable access, serves a broad range of users and abilities, provides meaningful recreational and community benefit, and incorporates durable improvements intended to serve the community for generations to come. The City also seeks to reinforce Regan Beach as a lasting community asset and recognizable public destination that reflects the character of South Lake Tahoe and remains relevant, functional, and valued over time. The City of South Lake Tahoe has completed preliminary conceptual planning for improvements to Regan Beach through prior planning and public outreach. The conceptual planning document was also used in support of California Tahoe Conservancy funding for the Regan Beach Enhancement and Accessibility Improvement Project. Regan Beach is an existing City-owned public recreation facility located on the shoreline of Lake Tahoe. Existing improvements include shoreline and beach access, recreation areas, pedestrian circulation, parking, restroom and concession facilities, utilities, landscaping, picnic areas, and supporting park infrastructure. The conceptual planning document identifies multiple improvement areas, including Adventure Cove, Regan Landing, Picnic Bay, Dog Harbor, Event Grove, and associated circulation, shoreline, accessibility, landscape, utility, drainage, and site improvements. The conceptual planning document is intended to serve as a starting point for this assignment and is not a verified basis of design. The selected Consultant shall evaluate and refine the concept based on verified existing conditions, environmental and regulatory requirements, accessibility, constructability, cost, operations and maintenance, lifecycle considerations, available funding, and practical phased implementation. The City has not completed comprehensive investigations of all buildings, utilities, shoreline improvements, or site infrastructure. Available City information will be provided as reference information but shall not relieve the Consultant of responsibility for identifying and verifying conditions necessary to complete the design. Regan Beach is located within the Lake Tahoe Basin and shore zone and is subject to a multi-agency regulatory environment. Potential participating agencies and entities may include the City of South Lake Tahoe, Tahoe Regional Planning Agency, California Tahoe Conservancy, South Tahoe Public Utility District, Lahontan Regional Water Quality Control Board, U.S. Army Corps. of Engineers, South Lake Tahoe Fire Rescue, utility providers, Washoe Tribe of Nevada and California, and other local, state, tribal, or federal agencies as applicable. The California Tahoe Conservancy Grant Agreement provided $500,000 in grant funding and the City committed an additional $450,000 toward the project. These amounts represent available current project funding and should not be interpreted as the anticipated value of this professional services contract. Because grant funding will be critical to implementation, each phase of the project and each project cycle should include review of reasonably applicable and available grant opportunities, funding requirements, and eligibility constraints so the project scope, phasing, and approach can be adapted as needed to keep the project buildable within available funds. The City intends to satisfy applicable grant requirements in a cost-effective manner while preserving, to the extent allowable and available, funding for physical improvements at Regan Beach. Where feasible, the City seeks to implement improvements that provide near-term community benefit while supporting, complementing, or enabling the long-term improvements developed through this planning and design effort. The City does not presently anticipate constructing the entire conceptual plan as one project. The Consultant shall therefore develop a coordinated multi-phase design while structuring improvements so they may be implemented independently as funding becomes available.
