NOTICE IS HEREBY GIVEN that the Montebello Unified School District ("District") of Los Angeles County, California, acting by and through its Governing Board, will receive Proposals via the Colbi Secure Bids portal up to but not later than November 5, 2026 @ 10:00 A.M. The District is seeking experienced firms to provide comprehensive and professional architectural services for HVAC of cafeteria eating area and stage area at various sites. All work shall be performed in compliance with State and local regulations and include necessary labor, equipment and other incidental and appurtenant work necessary to satisfactorily complete the work as further described in the Scope of Work (Exhibit B). Plans are to be DSA approved. Firms will assist the District with RFIs and submittals, the job walk, weekly construction meetings, construction administration, and all DSA planning, procedures and administration. This Informal Request for Proposal (IRFB No. 15, M&O/Facilities, Non-Construction Services) is issued under the assumption that any resulting contract will not exceed the Public Contract Code section 20111 bid limit for non-construction services and materials. A mandatory job walk/pre-bid meeting is required and has been scheduled for October 22, 2026 at 8:00 a.m. at 2353 S. Commerce Way, Commerce, CA 90040 (meet in front of the school). Late arrivals will not be allowed to participate; a sign-in sheet will be used. Bidders must be licensed pursuant to the California Business and Professions Code and hold all required licenses at time of bid and through project completion. This project is subject to SB 854 (DIR Contractor Registration and DLSE Prevailing Wage Rate Enforcement & Monitoring); as of March 1, 2015, bids/proposals cannot be accepted nor any contract or subcontract entered into without proof that the contractor and all subcontractors are registered with DIR. CALENDAR OF EVENTS (Pacific Time): Public Notice: October 13, 2026; RFI deadline: October 29, 2026 @ 10:00 A.M.; Job Walk: October 22, 2026 @ 8:00 A.M.; Proposal Due Date: November 5, 2026 @ 10:00 A.M.; Evaluation Period: November 9-12, 2026; Board Approval: TBD. DELIVERABLES / SCOPE: Provide architectural services for HVAC of cafeteria eating area and stage area. Plans to be DSA approved. Assist District with RFIs and submittals; assist at job walk; attend weekly construction meetings; perform construction administration; assist with all DSA planning, procedures and administration. PROPOSAL REQUIREMENTS: Proposals must be submitted electronically via Colbi Secure Bids and bidders must subscribe to receive all notifications. Bids received after the specified time or after any authorized extensions shall not be accepted. Proposers must submit a fully burdened scope of work, demonstrate experience and qualifications (including three references), submit required licensing documentation, and complete all required forms. Proposal cost must include prevailing wages, payment & performance bonds if quote exceeds $25,000, and mandatory insurance requirements. The following forms must be submitted with the proposal: Form Check List; Bidder's Bid Form; Qualification Form (attach required licenses); Bidder's References and Statement of Experience; Outside Contractor Certification of Employee Clearance; Acknowledgement of Addenda; Non-Collusion Affidavit; Workers' Compensation (if applicable). The District reserves the right to deem proposals nonresponsive for missing required submittals and to reject any or all proposals. Award will be made to the responsive and responsible Service Provider determined to be in the best interest of the District, with contract(s) awarded to the responsive and responsible Service Provider with the lowest price after application of evaluation factors. MINIMUM QUALIFICATIONS: Bidders shall have capability to perform and deliver detailed services, have been in the business of providing architectural services for a minimum of five (5) years, follow general construction safety practices, and possess DSA project experience. Evaluation criteria include pricing, experience and qualifications, and Small Business Enterprise (SBE) participation. INSURANCE AND OTHER REQUIREMENTS: Successful bidder must comply with Montebello Unified School District mandatory insurance requirements (commercial general liability, automobile liability, workers' compensation, sexual abuse/molestation coverage, professional liability/errors & omissions, and other stipulations). Certificates of insurance and endorsements naming the District as additional insured are required. The District has template Professional Services Agreement and Contract for Consultant Services that it requires vendors to use. The District will perform performance reviews and may require corrective action plans for unsatisfactory performance.
