The contractor shall design software to automate the construction of digital talking books compliant with ANSI/NISO Z39.86-2002 and NLS specifications 1202, 1203, 1205, 1206 and D standards. The software shall be capable of generating digital talking books from commercial audiobooks with pre-existing audio files, as well as from electronic text source materials that do not include pre-existing audio. The software shall automate the synthesis of speech from provided announcement scripts and/or the electronic text source materials. Commercial Audiobooks with Supplemental Synthetic Speech Announcements: The contractor shall design and implement an automated tool to create digital talking books (DTBs) from commercial audiobooks with pre-existing audio files. At a minimum, the tool shall: Access NLS repositories containing source audiobooks. Extract catalog information and metadata associated with the source audiobooks. See attached file.

For the management & fulfillment of serial publications of all types and in all media, including but not limited to: traditional print materials that may be added to the physical holdings of a library or other institution, as well as electronic content hosted remotely by a publisher and related support and electronic access services. Subscription management includes all of the tasks necessary to activate, manage, and maintain both new subscriptions & the renewals of FEDLINK member agencies’ subscriptions to serial publications, both print and electronic. These tasks fall into the following five critical areas: Ordering and renewing subscriptions Serving as a fiscal agent with publishers, including making timely prepayment and processing refunds; Facilitating timely access to, and claiming delivery of ordered subscriptions, both print and electronic; Troubleshooting and resolving end user access issues; Providing reports and other administrative support for serials management.

The Contractor shall provide the services and supplies described in one or more Performance Areas (PA) under section C.3. Given the proprietary nature of certain aspects of the requirement, some contractors may not be capable of fulfilling the requirements of Performance Area 2. C.2.1. Performance area 1: dtbm da2 production, Parts, and Support The contractor shall develop, manufacture, supply, and support DA2 units per Section C.3.1. This must ensure that: 1. The device shall meet or exceed the technical device and data requirements defined in Attachment J1 – DA2 Requirements. 2. A DA2 Technical Data Package (TDP) shall be provided and maintained. 3. Warranty repairs are available as needed. 4. All DA2 spare parts and components for device integrity, repair, and use are available and supplied as needed and ordered. 5. User guides, training materials, and system documentation must be provided. 6. Software development services using Agile development methodology are available for platform enhancements and modifications. See attached file.
