Sole Source: If sale is less than $50,000 and it’s a truly unique need, use sole source; otherwise skip and pivot to a coop.
Coops: Start with a cooperative they already use (Sourcewell, Texas BuyBoard, OMNIA, or TIPS) for a direct purchase.
Entity: Lavaca County, TX
Practice: Sole source use is rare and unpredictable; generally limited to highly specialized products under a $50,000 threshold.
