The Commonwealth of Kentucky is soliciting proposals to provide account administration and compliance services for Flexible Spending Accounts (FSAs), Health Reimbursement Arrangements (HRAs), HIPAA and COBRA administration for the Kentucky Employees’ Health Plan (KEHP). The contract will cover administration tasks such as FSA/HRA management, COBRA notices and continuation coverage, eligibility confirmation and substantiation documentation, with performance centered in Frankfort, Kentucky. The contract term runs upon award through December 31, 2028, with options to renew for up to four additional two-year periods.

The Commonwealth of Kentucky, Personnel Cabinet/Department of Employee Insurance is seeking a vendor to perform pharmacy benefit claims monitoring, analyzing 100% of pharmacy invoices/claims submitted for payment to the Kentucky Employees' Health Plan (KEHP) and identifying errors in near real-time. The vendor must negotiate with KEHP contracted entities to resolve errors and submit quarterly reports to the Personnel Cabinet and the Legislative Research Commission documenting analyses, errors found, resolutions, and savings realized. The solicitation covers services for the self-insured KEHP, which includes approximately 150,000 eligible employees and 272,000 covered lives.
