Board meetings and strategic plans from District of Columbia Department of General Services
The meeting was a Surplus Hearing to discuss the disposal of the Hebrew Nursing Home and the Paul Robeson School. The community was given the opportunity to share their input and ideas on what they believe would be most beneficial in their neighborhood. The current intentions were to surplus the property so that it can be made available to the Housing Authority to develop affordable workforce development housing. Residents raised concerns about the Housing Authority's ability to manage a mixed use housing complex. The ANC requested a copy of the sign-in sheet and urged residents to attend future community meetings to vote on issues concerning the community. DGS will develop a survey using Survey Monkey regarding the project and hold a follow-up meeting to continue to receive input from residents as well as share the results of the survey.
The meeting discussed the need for additional classroom space due to increasing student enrollment. A project presentation was given, showing plans for a 6-classroom addition to be built at the rear of the school. Construction access will be from Yuma Street, and traffic will be coordinated with adjacent property uses. Mobilization will begin over the winter break, with construction on non-school days through spring break. Interior and exterior work will occur during school hours from spring break to summer break, and summer work will be Mondays through Saturdays. The graphic site plan will be corrected to show the tower crane not working over the Tot Lot, and measures for sound reduction between rooms were discussed. A traffic plan for construction traffic routing will be provided, and construction workers are not to arrive before 7:00am. The school agreed to provide the parking garage for construction parking during non-school days.
The meeting focused on the Bancroft Elementary School - Phase 1 Modernization project. Discussions included the importance and role of the School Improvement Team (SIT), project status updates, and features of the Feasibility Study. The RFP for the Architect-Engineer (A/E) team was addressed, with proposals due on February 28, 2014, and a Notice of Award expected around March 21, 2014. The demolition of wings "D" and "E", the construction of a new building, and the use of an elevated playground and separate delivery truck entrance were also discussed. Additional topics included the project's preliminary schedule, trailer swing space, community meetings, criteria for selecting the A/E team, and concerns over the community garden and parking space during construction.
The meeting included updates on the Reno building foundation, roof strengthening, and the preparation of an exterior pebble-dash stucco mock-up. Discussions covered permitting, parking, and neighborhood concerns, with commitments made to communicate with neighbors and the ANC. The team discussed the project completion timeline, interim construction requests, the school's summer schedule, coordination with the Tenlytown Historical Society, and the future meeting schedule.
The Bancroft SIT Meeting included updates on agency reviews and the Mayor's agent review process. The community supported the mirrored scheme. Updates to the building design were presented based on feedback from school staff, previous SIT meetings, and agency reviews. Discussions covered the removal of a ramp, security post locations, Briya space layout, staff lounge and instructional coach area placement, counselor suite design, learning community and commons space, and the outdoor classroom. The SIT provided comments and suggestions regarding the size of openings, Briya workstation areas, floor naming, double wall conditions, the counselor suite, acoustic separation, music room location, meeting rooms, book room access, expansion of the pre-K population, construction access, and the outdoor classroom. Overall concerns were raised about garage doors, classroom glazing, and privacy in the counselor's area. The SIT expressed overall satisfaction with the scheme.
