The council meeting included various recognitions, including the Finance Director and the Municipal Airport Commission, as well as presentations on the Energy Park and a cost recovery fee study update. The Council reviewed and considered several agreements, including the Paradise Point Extraterritorial Agreement, the McAtee and Desert View Extraterritorial Agreement, the Desert Point Sewer Extension Agreement, and amendments to the Comprehensive Plan Consultant Agreement. Additionally, the council discussed the Larson Recreation Center operations, 2026 unrepresented salary plan amendments, and sidewalk maintenance enforcement. A disbursement report was received, and an executive session was held to discuss potential litigation.

The meeting included a review of parking lot improvement amendments, specifically regarding maintenance, repair, and change of occupancy regulations. A presentation was delivered on the Shoreline Management Act followed by the approval of locally initiated amendments to the Shoreline Master Program to allow for redundant public utility lines to improve infrastructure reliability and reduce environmental risk. Additionally, the commission reviewed and recommended the approval of the 2027 Six-Year Transportation Improvement Plan, which includes five new priority projects. The meeting concluded with a discussion on shoreline improvement appurtenances.

The board conducted an executive session to discuss potential litigation. Additionally, the council authorized the City Manager to sign an employment separation agreement.

The meeting agenda includes updates on cultural services, including the Creative District and the 1% for the Arts Committee, as well as department updates for recreation and parks. The Director's Report will cover storm impacts, pool heater updates, and the status of the climbing wall. Ongoing projects to be discussed include water conservation efforts for medians and planter strips, continued work on pool heaters, installation of ice rink scoreboards, the PR&CS Open Space Plan, and the arena chiller.

The council discussed several proclamations, including those for Missing and Murdered Indigenous Women and People, Yonezawa Japan Sister City, and Memorial Day. A public hearing was held regarding the Six-Year Transportation Improvement Program. New business included discussions on the Community Beautification town hall, 2027 budget kick-off guidelines, and a public safety sales tax ballot measure. The council also addressed staff reports, member reports, and approved several consent agenda items including claims, payroll, and various interlocal agreements.
