The City Council meeting included an invocation and pledge of allegiance. The commission reviewed a rezoning request for a parcel located at 10487 North 91st Avenue, seeking to rezone from single-family residential to intermediate commercial to support an expansion of an existing shuttle service operation. The request was evaluated against the general plan, which classifies the area as office mixed-use, and found consistent with the neighborhood-scale commercial character of the surroundings. Additionally, staff provided procedural updates regarding a transition to new software for meeting management and packet dissemination, as well as modifications to public comment procedures and document submission requirements for future meetings.

The City Council held a study session to receive an update on the 2026 housing policy, focusing on addressing housing needs and gaps identified in a previous study. City staff presented a range of policy tools for future consideration, including zoning reforms, inclusionary measures, employer-assisted housing, and long-term preservation strategies. The session aimed to gather council feedback on these potential tools, emphasizing that no formal decisions were being made, as future implementation would require specific project-based actions.

The City Council meeting included a special meeting to discuss and enter an executive session, followed by a study session. The study session focused on providing an update on the city's Mountains, Open Space, and Rivers Ecosystem (MORE) program, covering its goals of land preservation, trail development, native wildlife protection, community engagement, and volunteer stewardship efforts.
